
Working packages
The work program is comprised of four expert work packages including transnational cooperation structures and the project steering and coordination module (see figure)
The central task is the transnational development and agreement of the strategy on future steps and contents of spatial planning in the catchment area. On this basis, the (exemplary) implementation in state and regional plans (pilot projects) will follow. A part of the project here will be the production of hazard maps in chosen sections along the Elbe and some of its tributaries (overview maps for the "Elbe Atlas"); this will take place in close coordination with numerous relevant projects of the IKSE (International Commission for Protection of the Elbe) as well as those of the states and regions which are already in progress (compare here: e.g. Action Plan of the International Commission for the protection of the Elbe River ICPE / IKSE / MKOL).
The further expert basis will be developed for the definition of spatial planning goals and fundamental principles. For this, accompanying measures which are being carried out in other projects will be included in this project as far as possible. Thus, diverse aspects of preventive flood protection are being integrated into spatial planning (risk reduction, retention areas and retention in agricultural areas and forests, shipping, gravel pits). Concepts for the upstream-downstream problems, including the realisation of approaches towards burden sharing and compensation, will be examined.
The pilot projects are carried out in selected regions throughout the catchment area. Within the scope of these projects, the exemplary implementation in regional plans using the superposed strategy (WP 1), the differentiated regional requirements (WP 2) and the expert basis and maps (WP 3) will take place. The aim of the pilot projects is the practical and consensus-oriented accompanying of the project through implementation with the relevant actors in a regional environment. In order to ensure overall agreement and the production of joint results, a series of transregional and regional working groups has been conceived.
